Western Isles or Outer Hebrides?

My first question ... which of these should I use? Which is appropriate and agreeable?

  1. Western Isles is usually held to be equivalent to Outer Hebrides, although Western Isles is sometimes used to refer to all the islands from Islay in the south to Lewis in the north.
    Outer Hebrides is strictly Barra to Lewis only.

  2. They're used interchangeable but Western Isles seems to be the flavour of the month - "Eileanan Siar", which forms part of the name of the council means Western Isles.
